If the compressor is operating, but the car is not raising in one side, then it may be a leak in the spring / cushion on that side. If it's not raising on either side and you can't hear the compressor and it's not the relay, then it's likely to be the compressor. But fault codes will be helpful. This would then disappear on the next few startups only to appear again randomly. Of course this wouldn't ever happen when I was at the dealer so I resorted to a video to prove I wasn't insane! Anyway - it turned out this was a wiring harness fault (known by Citroen) and I believe it gets snagged under one of the seats and triggers a fault. The suspension fault is very intermitent, and I've been unable to identify anything that triggers the inflation, apart from all the instances occuring whilst driving. I get an audible 'chime' alarm & a brief 'suspension faulty' message. Yesterday, in the rain, I moved off and an alarm and a message, "Distance System fault" or something very similar- popped up briefly. I do have the Active Cruise control on all the time, and my dealer has updated the cruise control unit software and recalibrated it in the past- but it hasn't fixed the problem.

Fault Code: U1213. Description of Fault: Fault - absence of communication with the stability control (ESP) ECU: Value received incorrect. The ESP ECU sends out data that is invalid or information that is too short. Conditions for Fault to clear: Reception of 3 consecutive items of valid information. U1313 - Fault in the reception of the partial triggering message by the built in systems interface U2219 - Transmission of the partial wake up message by the electric parking brake fault : coherence U1113 - Fault absence of communication with the stability control esp ECU no signal.
