I had the issue even without having the vehicle there. I simply closed the game and re-opened it, then it spawned without doing anything else. I had this bug when I got the Yami’s 2008 KAG TG, which is a reward for a Yaran story, it was also missing, even after completing the quest. This is how you find the 1985 Tokai Sabuku. Go to the base in Catalina Ridge. Enter the garage from the back, just climb on the excavator and jump to the door. Slice the skid and boxes to get the the truck.
